Coverage for childless adults depends on New York State receiving a
federal waiver from the Health Care Financing Administration. A waiver
that no other state has ever received
The Oregon Health Plan has been around for about 5 years and does
exactly what you say - provides essential health coverage for folks
who are not covered through their work. Household income is the other
qualifier.

Since it clearly states it is available to immigrants of legal status
and immigrants can obtain welfare and other means tested benefits after
being here a said amount of time, wonder if it is means tested.
